The effects of disasters is widespread and multilevel and multi-sectoral. Even the collapse of the small industry can trigger more unemployment, more economic downturn and more social problems. Helping people hit by disaster is a very good move. This will not only help the individual person himself but also helping stabilize the various aspects of society and the country in general.
